Mission

The Finance Coordinator is in charge of the overall management of financial, accountancy and budgetary aspects of the mission in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission and as per MdM and donors’ guidelines.

Geographical scope of intervention

The Finance Coordinator will be based in Kyiv with regular visits to the field.

The Finance Coordinator will report to the Deputy Country Coordinator.

Functions

Accounting, Budget planning & monitoring

Is responsible for the accounting, budget planning & monitoring of the projects.

Develops and implements the administrative procedures and guidelines and ensures it is updated as per MDM and donors’ regulations.

Improving and adapting the accountancy and financial monitoring systems in line with MdM Spain tools and procedures, being the main focal point for the financial controller at HQ level.

Prepares annual and donor budgets in coordination with the team.

Monitors overall budget consumption in line with donors’ constraints, creates and updates regularly allocation board.

Is responsible for all the budget follow-up on a regular basis and informs the budget holder in case of any underspending or overspending in a timely manner.

Maintains close communication with the financial controller at HQ and the rest of the coordination/technical team to ensure the appropriate follow-up of all projects, identification and analysis of any discrepancy.

Prepares financial reports to donors.

Cash management & fund requests:

Ensures smooth fund transfer and availability of the funds at the mission level.

Is responsible for the cash provision between the different programs/bases.

Organizes and supervises all aspects of cash flow including security of cash, ensures sufficient separation of responsibility and level of control over transactions.

Supervision of accounting, invoices & allowance payment

Is responsible for the accountancy of all sites: quality of documents, respect of procedures, accounting & donor allocation. Coordinates the closure of monthly accountancy and links with the HQ financial department.

Supervises the archiving (physical and digital) of the accounting documents in the field and its transmission to the HQ.

Ensures preparation of external or internal audit

Funding & donors

Is in charge of due diligence process with donors for aspects related to HR administration/ accountancy /finance/ audit.

Ensures appropriate follow-up of the current funding plan, as well as MdM commitments to donors.

In coordination with the Country Coordinator, negotiates financial aspects and prepares answers to contractual obligations established by donors and counterparts.

Team management

Participates in the recruitment, supervises and trains finance staff

Provides regular appraisals to the team under his/her responsibility.

Provides trainings on financial management to MdM staff to increase their level of knowledge and capacities.

Communication, reporting and learning

Contributes to the monthly sitrep

Participates to the weekly SMT meeting and other team meetings.

Ensures that copies or originals of all legal documents and contracts are sent in a timely manner.

Requisitos mínimos

Required qualifications

Academic background:

University degree or diploma.

Desirable: Master in International Cooperation and/or Humanitarian Aid

Requirements

Language:

Fluent English (written and spoken), C1 level required. Ukranian/Russian: An asset

Computer requirements:

Good knowledge of Windows office (in particular Excel)

Knowledge of SAGA/UNIT4 software: strong asset

Experience

The successful candidate must have at least 3 years’ experience in positions with similar responsibilities (2 years minimum as Finance, RH, Administration Coordinator).

Team coordination experience.

Experience in Eastern Europe and/or post-soviet contexts is an asset.

Accountancy background is an asset.
