DESCRIPTION

MDM has been presented in Ukraine since 2014. These days MDM provides support to people affected by armed conflict and those fleeing in search of safety. MDM main focus is to provide immediate humanitarian relief and to enhance first recovery of health systems.

Component 1 – Medical supplies: Ensured access and availability to fill urgent gaps of the essential medicines and medical supplies for target population of the most affected areas within the local health systems, with especial focused in the collective shelters for the Internal Displaced Persons and in the borders to persons crossing.

Component 2 – Logistics: Ensured safe and timely shipment of humanitarian cargoes from Europe to Ukraine and provide logistical support for delivering humanitarian aid within Ukraine

Component 3 – Health system support: Ensured access and availability of essential health care – MHPSS included, in the primary and secondary health care facilities in the affected areas of Ukraine through direct health care services provision, with especial focused in the collective shelters for the Internal Displaced Persons and in the borders to persons crossing.

Component 4 – Health Systems Rehabilitation and PHIS information systems: Ensured rehabilitation/ early recovery / PHIS information systems taking into account local capacities, resources, and constraints.

Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up emergency programs with logistics and supply chains that stretched to outside of Ukraine and are across the whole country, from west to the east.

GEOGRAPHICAL SCOPE OF INTERVENTION:

The successful candidate will be based in Kyiv with frequent movements to the field locations.

ORGANIZATION CHART

The successful candidate will be part of the mission coordination team and will report to the General Coordinator, he/she will have direct technical link with Medical Referent in HQs Madrid.

FUNCTIONS

1. Context analysis / Strategy / Program Development

To participate in collaboration with the country coordination management team in developing programmatic and operational strategies, especially focused on health strategy, to ensure MDM is responsive, impactful, and forward-thinking to be able to deploy quickly a large-scale humanitarian response in Ukraine

To contribute to the design of new relevant Health interventions on the mission based on the identified health needs in the country especially for the scaling up of the complex emergency response , and in line with MDM’s health policy and intervention framework.

To contribute to a comprehensive operation program to ensure relevance and timeliness of the medical and aid activities in the Non-Government Controlled Areas, newly accessible areas as[ECU1] well as the areas affected under the ongoing attacks and its consequences.

To ensure that different components of the program are consistent and in link with medical needs and international and national standards within the emergency complexity framework.

Guide, develop and supervise the overall implementation of the program’s medical activities and emergency response projects

Contribute to the design of field assessments, adjusting the development of the intervention, based on the findings and recommendations of field assessments, as well as analysis of the humanitarian context, capacities and resource availability and evidence.

To ensure validation of all related proposals and reporting as well as new documentation approaches/modalities (capacity building and awareness raising component, outreach operations, reporting templates, pharmacy management etc…) of the programs and project cycle.

Ensure that the various components of medical interventions are integrated into the MEAL systems (Programme/projects) by contributing through and developing quality standards for relevant indicators, data flow, data collection and analysis on a regular basis and making recommendations and corrective actions where necessary in collaboration with other technical coordinators ( including HQ reference) and the participation of the health team.

To support finance department and Field Coordinators on the elaboration and follow-up of the programme’s budget;

2. Technical Support and coaching of medical staff

Provide technical support to the program teams, in particular to the Health team, and ensure the quality and effectiveness of the mission’s Health programmes

To participate and be responsible for the recruitment of all local medical staff for the activities and programs.

To develop training curriculum for MdM medical team, ensure proper implementation and monitoring training activities of the MdM and partners’ medical staff and/or to provide technical support to partner organizations in development of curriculum of trainings.

To support local partners’ medical team on technical and organizational matters upon identified needs;

To ensure regular technical support to MdM medical team, operating in the fields;

To support MdM mission in Ukraine for the elaboration and regular update of the Team Health Guidelines and procedures including the Standard Operating Procedures, intervention design and modalities, health structures’ mapping, referral health facilities, medical evacuation plans and health information management

To supervise and coordinate the planning and implementation of MdM’s health donation activities for the whole mission in Ukrain to provide technical expertise and guarantee quality, appropriateness and effectiveness of donations.

To support the health team with instruments and methodology on health needs assessment and on monitoring of health activities oriented to the emergency complexity

To support and contribute to the development of MdM country advocacy strategy with technical advises on Health to ensure relevance within the emergency complexity.

To identify and assess capacity building needs for MdM health staff

3. Coordination and representation

Represent MDM in UN cluster meetings, government coordination meetings, technical working groups and other programming forums when relevant.

To ensure close coordination and information sharing with local and international health stakeholders and relevant actors;

Support the General Coordinator and Technical Coordinators in the representation of MDM in Ukraine

With the Technical Coordinators, contributes to programs complementarity and synergies by maintaining fluid relationships with international and local organizations, specifically those working in same geographical areas and sectors.

4. Stock , medicines and medical supplies

Management of medical stock and logistic chain for medical purchase in collaboration with logistic department.

To ensure medical activities have needed equipment, material & medications to be fully operational

To support the medical purchase process in terms of quality and appropriateness check-up with the collaboration of the HQ Pharmacy Advisor

To ensure quality of the products through technical analysis of the medical equipment, material & medications conducted during the procurement process

To supervise the pharmacy system in terms of quality of storage conditions in collaboration with Logistics department and management (consumptions, orders & inventory)

5. Reporting

Provide regular reporting on health, activities to line manager upon solicitation (coordination meeting, workshop meeting, etc.)

Contribute to donor reports and proposals, monthly situation report (SITREP), assessments as well as the Medical Quarterly Reports, by providing relevant data, analysis, and technical inputs related to health activities (consolidation of information from mobile teams and partners)

Provide a mission report and/or handover document at the end of contract;

MINIMUM REQUIREMENTS

REQUIRED QUALIFICATIONS:

Academic background: Medical Doctor University Degree or Registered Nurse

Desirable:

– Master in International Cooperation and/or Humanitarian Aid

– Public Health Studies

REQUIREMENTS:

•Language requirements: English: fluent speaking and writing. Strong asset: Russian and/or Ukrainian.

•Computer requirements: Fair knowledge of Windows environment (MS Word, MS Excel, PPT)

EXPERIENCE:

• At least 3 years’ field experience in similar positions.

• Previous experience in emergencies contexts

• Knowledge of public health issues

• Experience as international team manager

• Experience in hard negotiations with local authorities, partners and staff

• Ability to have a global overview of a program (not only on medical plan)
