DESCRIPTION

MDM has been operating in Ukraine since 2014, but from the 24th of February 2022, the situation has been altered dramatically. In terms of health the scope of needs has changed completely and geographically, the conflict line in the Donbas region has moved with new conflict areas appearing; these facts have created new areas of intervention and thematically, massive new health needs have emerged due to the open conflict.

The context is evolving and we need to constantly reassess the accesses and needs. At the moment, MdM is active in the following areas: the Donbas region through its field offices of Bahkmut and Sievierodonetsk (with limitation due to the current access), in the Eastern and central region (including Kharkiv, Butcha and Irpin) through its field office in Kiev and Dnipro and in the Western region through its field office in Chernivtsi.

MdM team is working in three main components with the aim of addressing the urgent health needs of the population, displaced and non-displaced, affected by the armed conflict in Ukraine:

Provision of emergency and non-emergency health items to Health facilities

Provision of basic health services (including SRH and MHPSS) to non-displaced conflict affected population and IDPs.

Scaling up of the logistical capacity of the organization to ensure the delivery of humanitarian aid.

JOB SUMMARY

The Program Coordinator will be responsible for overall program delivery and quality in Ukraine, in close collaboration with the team. The post holder will be responsible for proposal development and reporting at field level, donor mapping and program quality improvement, in line with MdM and donors standards.

GEOGRAPHICAL SCOPE OF INTERVENTION:

Program Coordinator based in Kiev/Chernivtsi with regular visits to the field.

ORGANIZATION CHART

The candidate will report to the General Coordinator.

FUNCTIONS

Program management:

Plan and coordinate with the Emergency Coordinator the implementation of Ukraine program and activities; in line with MdM and donor standards.

Ensure the financial follow-up, including budget planning and forecast in close collaboration with the administrative coordinator.

Ensure a good understanding and ownership of MdM program, standards and donor commitment with the rest of the team, including through the organization of regular program coordination meetings, project kick-off and closure meetings.

Needs Assessment:

Continuously assess the needs in the area of intervention and propose necessary adjustments to the program in collaboration with the Emergency Coordinator and key positions in the mission.

Propose, lead and coordinate all the needed assessments in the mission in close collaboration with Emergency Coordinator and the rest of the team.

Proposal development and reporting:

Continuously update donor mapping in the area of intervention and inform his/her manager of any funding opportunities

Lead and coordinate proposal development, project amendment request and reporting

Ensure tracking and archiving of sources of verification and other project related documents

Program monitoring and quality

Ensure proper follow-up of program activities and indicators, in line with MdM and donors standards and commitments, through a strong MEAL system

Adapt monitoring system to remote management in case of access constrains, including through the use of adequate technology solutions.

Propose program quality improvement and learning initiatives and operationalize them in the field

MINIMUM REQUIREMENTS

REQUIRED QUALIFICATIONS:

Academic background: Master’s degree in international development, gender studies, public health, and/or humanitarian aid, or other relevant fields.

Other qualifications: Strong knowledge of project cycle management, international humanitarian funding system and donor requirements.

Language requirements: Excellent written and spoken English, Ukrainian and/or Russian will be an asset.

Computer requirements: Office pack user level.

REQUIREMENTS:

At least 5 years field experience in humanitarian projects. At least 3 years experience in positions with similar responsibility in fragile contexts, preferably in conflict environment.

Experience in project planning, implementation, monitoring and evaluation.

Previous experience with health programming.

Demonstrable leadership and team management skills.

Excellent proposal writing and reporting skills

Ability to work in volatile environments and strict compliance with security protocols
